20:04 Call to Order
20:05 Roll Call and Certification of Proxies/Proof of Quorum. 11 present, 2 by proxy. 2 late arrivals)
20:06 Proof of Notice of Meeting via mail and website.
20:07 A quorum was not reached, so the meeting was adjourned and a new meeting was called to order.
20:08 Minutes from the November 14, 2007 Annual Meeting were read and approved.
20:10 Gina Morris (rep. D.H. Bader) explained the role of board, presented a WCA financial report, and expressed concern regarding escalating foreclosures and homeowners delinquent in WCA dues payments.
20:14 Board of Directors reports:
- Bob Shilke (Vice President)
- Reported WCA's landscaping contractor (Brickman) offered WCA a 3-year service contract.
- Addressed snow removal concerns expressed by residents.
- Addressed landscaping quality-control concerns expressed by Board members.
- Defined a WCA PoC for residents having future concerns.
- Brenda McCoy (President)
- Announced the need for one or more residents to assist Patti Malloy (Treasurer) perform covenant inspections. No residents volunteered.
20:25 Gina was elected Inspector of Elections.
20:27 Board nominees were introduced. Bob Shilke (Vice President) ran for another 3-year term. Kevin Zemejda (Secretary) ran for a 2-year term.
20:30 Both Bob and Kevin were elected by a majority of residents (present and via proxy).
20:32 Unfinished business:
- Brenda McCoy announced the need for Beautification Committee volunteers, and reiterated the need for a volunteer to assist with covenant inspections.
20:35 New business:
- New neighbors present at the meeting were introduced.
- Suggestions for expressing/submitting complaints were offered.
- Concerns regarding adequate reserve funds were expressed.
- Special assessments were discussed.
- A 5% dues increase was approved.
- Gina discussed web-based options for WCA dues notice/payment.
